First apply non-drying concealer to prevent feathering . This step is very important. So don’t forget to do it.
After that outline your lips in black.  
And at the end apply red beautiful lipstick. Starting from the center and blending out toward the black liner . Use a lip brush it will be easier .

Blend the colors where the edges meet to get the perfect ombre look
